MUSIGA To Vomit ?20 Billion

The Musicians Union of Ghana (MUSIGA) has been asked to account for the GH?2 million (?20 billion) the Government of Ghana set aside in the 2012 budget to boost the creative arts industry.MUSIGA has gone for the money and is using it without the approval of other stakeholders in the creative arts industry and this has led to some bad blood between the union and other stakeholders in the creative arts industry.

The Music Council of Ghana (MCG) will be leading a delegation of music/creative arts stakeholders to present a petition to President John Mahama over the issue and also hit the streets on a demonstration meant to draw attention to the issue of the GH?2 million.

Reports reaching NEWS-ONE say MUSIGA is hot over the issue and has fallen on leading figures within the industry to call for a dialogue rather than demonstration.

On Wednesday, Ahuma Ocansey, popularly known as Daddy Bosco, was said to have represented MUSIGA at a meeting with the aggrieved stakeholders and pleaded for an amicable settlement of the matter.

Meanwhile, MUSIGA President Bice Obour Kufour is cooling off in New York, apparently absolutely unperturbed about the development.

A press statement signed by Justice Cletus ,general secretary, Music Council of Ghana noted: ?After waiting patiently for the Government through the Ministry of Chieftaincy & Culture to invite all stakeholders in the music/creative industry for appropriate disbursement of the GH?2, 000,000 budgetary allocation from the government of Ghana to the entire creative industry, we are indeed heartbroken and refuse to accept any such criteria or justification which warranted the total disbursement of this whole sum to one union of musicians called MUSIGA by the Ministry of Finance in collaboration with the Chieftaincy Ministry.

?MUSIGA does not represent the interest of the entirety of the Ghanaian Music/Creative industry and we don?t see any error or oversight that some may want to use to cover the role played by both the Ministries of Finance & Chieftaincy/Culture towards the processing and facilitation of this very questionable disbursement which His Excellency, the President of the Republic of Ghana has openly condemned and disassociated himself from the dubious payment of the said amount to MUSIGA.?

Not long after the budget was read, MUSIGA President Bice ?Obour? Kufour told several media houses that the money was for his musicians union alone and true to his words, they have hijacked the funds and left out all other stakeholders.

Speaking with Hitz FM, an Accra-based private radio station recently, ace hi-life musician Rex Omar, who is chairman of Business for MUSIGA, insisted that the money solely belonged to the musicians union, contrary to speculations.

According to him, ?MUSIGA applied for GH?2 million and it has been given to MUSIGA,? adding, if the money was meant for the creative industry, ?how come MUSIGA was able to access it and not the creative industry?

MUSIGA sent a specific proposal to do specific things?.

Meanwhile, the circumstances under which the Ministry of Finance released the money to MUSIGA alone are quite mysterious, especially when the Minister of Finance, in reading the budget statement, had categorically stated that the money was for the creative arts industry.

The Finance Minister, when he made the announcement, even went on to explain what he meant by the creative arts industry:

?Madam Speaker, Ghana has a vibrant creative arts industry that can be nurtured to create jobs and provide increase income to all stakeholders.

The industry covers creative sectors such as music, film video and photography, visual and performing arts, publishing, etc.

Global trade in creative goods and services remained very robust during the financial and economic meltdown, with the value of global export of creative goods and services reaching nearly US$600 billion between 2002 and 2008.?

?193. Ghana can benefit immensely if it begins to tap the creative sector of the economy, particularly those of the music and film industry.

But this will require an evaluation of the potential of the creative industry to contribute to the growth of the economy.

Beginning in 2012, therefore, Government will collaborate with the music industry to identify the potential of the industry through an impact assessment study.

The study will be used to support the preparation of a medium term strategic framework that will guide the development of the industry.

Government will also support the organisation of the 2012 Ghana Music Fair.

?194. An amount of GH?2.0 million has been allocated to support the creative arts industry in 2012,?was what Finance Minister Dufour told Parliament when he read the 2012 budget last year November.

This is what is also captured in the 2012 budget under the subhead line ?Boosting the Creative Arts Industry?.

The Five Best Science Fiction EBooks Series - Online Business ...

By Janell Bowers

Science fiction eBooks add technologies imagined in the books to the way they are read. With so many series written by the great authors shortlisting to best five meant some harsh cuts where needed. Most of the work was published around the middle of the 20th Century and greatly influenced progress in technology.

No SF collection is complete without something from Arthur C Clarke. 2001: A Space Odyssey is most famous for Stanley Kubrick's adaption however the series of four books adds a lot most detail and depth that was never transposed to the big screen. The vision of history being defined by alien obelisks is explored in muck greater depth and over a longer period of time.

Terry Pratchett's Discworld is another great series. Going Postal is probably the easiest to read book to ease into the series albeit the 33rd in the huge series. It's focused around the likable rogue character Moist von Lipwig who is saved from the death penalty if he can revive the postal service despite aggressive opposition from the rival clacks telegraph system. The story explores von Lipwig's character development from conman to hero and is very difficult to put down.

John Christopher's Tripod trilogy with a later prequel are easy reading books aimed at younger readers. It starts with The White Mountain where a 13yo boy attempts to escape the mind controlling cap that is fitted on his 14th birthday and attempts to journey to the French white mountains where there is a rebel group. When connected to the caps the teenagers and adults are connected to 'masters' who operate giant tripods and control the hive mind.

No science fiction collection is complete without a book from Isaac Asimov. Asimov was one of the most prolific author of all time and one book that really stands out from the crowd is the Caves of Steel. It envisions a future climate destroyed Earth where everyone lives in underground cities.

It was originally written after a challenge to write a mystery book set in the future. The underground city concept forms the basis of Asimov's three famous series, the robot, empire, and foundation novels and their spin offs. The laws of robotics first mentioned in his early short stories is also visited and expanded.

The Hitchhikers Guide to the Galaxy is a hugely popular contemporary classic SF comedy publish as a seven part trilogy. Based in a universe where the laws of science are irreverently dismissed and focused around the first imagined ebook. The book and aspects of the book have been a major influence in popular culture and development of technology. Notable influences include online encyclopedias, translation websites and applications, and touch pad devices.

Ray Bradbury is famous for producing individual stories rather than series. Stephen King and JRR Tolkien's works are probably better placed in other lists. The harshest cut was probably Frank Herbert's Dune. There are so many other science fiction eBooks that didn't make the list but must be mentioned. It's certainly only a starting point, happy reading.

Truth Wins Out Condemns Illinois Bishop For Implying that Catholics Must Vote Republican or Go to Hell

Politicization of the Catholic Pulpit in an Election Year is Alarming, Says TWO

BURLINGTON, Vt
? Truth Wins Out slammed Springfield, Illinois Catholic Bishop Thomas Paprocki today after the prelate released a video message in which he implied that, because the Democratic Party is pro-choice and supports marriage equality, casting one?s vote for a Democratic candidate threatens one?s eternal soul. After specifically pointing out what he called the ?intrinsic evils? endorsed by the Democratic Party platform, the prelate told his flock, ??a vote for a candidate who promotes actions or behaviors that are intrinsically evil and gravely sinful makes you morally complicit and places the eternal salvation of your own soul in serious jeopardy.?

?We are incredibly alarmed by the blatant politicization of the Catholic pulpit in this election year,? said Wayne Besen, executive director of Truth Wins Out. ?The bishops are trying to turn Catholic parishes into political precincts.?

?This is a contemptible and transparent attempt by Bishop Paprocki to use fear to bully and manipulate Catholics into voting for the GOP,? added John Becker, TWO?s Director of Communications. ?It?s incredibly clear: in their crusade against the civil rights of LGBT people, the American Catholic bishops have essentially jumped into bed with the Republican Party in a truly unholy alliance.?

TWO also questioned the timing of Bp. Paprocki?s video as it became public just 40 days before the November elections, at a time when political campaigning has reached a fever pitch.

?Bishop Paprocki?s timing is dubious and highly questionable,? said Besen. ?It?s hard to believe that the release of such a video so close to the election happened by chance. If there is indeed a concerted effort on the part of Catholic bishops to meddle in election-year politics, the Church needs to be investigated for repeatedly violating its tax-exempt status.?

Paprocki?s video is just the latest in a long string of anti-gay activities on the part of Catholic leaders:

  • The Minnesota Catholic Conference, the policy arm of the state?s Catholic bishops, is sending out a letter to every Catholic household in that state, asking them to vote yes on a constitutional marriage discrimination amendment on the ballot this November and urging them to donate money to the main group working to ensure its passage. Twin Cities Archbishop John Nienstedt has also injected a prayer for marriage discrimination into the Mass, ordered his priests to organize grassroots political committees in their parishes ? at parish expense ? for the express purpose of drumming up support for the amendment, attempted to silence any dissenters within the clerical ranks, mandated marriage discrimination lectures in Catholic schools across the archdiocese, and caused pro-equality lay employees to fear for their jobs. In 2010, the Catholic Conference mailed an anti-gay DVD to all 400,000 Catholic households in Minnesota.
  • Archbishop?George Lucas of Omaha, Nebraska recently sent a letter to every parish priest in his diocese in which he gave them permission to devote parish time and resources to an anti-LGBT group that?s gathering signatures in order to force a referendum on Omaha?s sexual orientation nondiscrimination ordinance, with the goal of overturning the law.
  • In?a recent interview with the Los Angeles Times, Salvatore Cordileone, archbishop-elect of San Francisco, said that gay and lesbian Catholics in sexual relationships of any kind should not present themselves for the Sacrament of Holy Communion.
  • Newark,?New Jersey Archbishop John Myers equated same-sex marriage with incest in a pastoral statement earlier this week, saying that Catholics who support marriage equality are unfit to partake in the Eucharist and should ?refrain from receiving Holy Communion.?
  • Last?Sunday Chicago Cardinal Francis George, who came under fire last year for comparing the LGBT movement to the Ku Klux Klan, used his homily at a Mass celebrating couples? golden anniversaries to take a swipe at marriage equality and trivialize the relationships and marriages of loving, committed same-sex couples, characterizing them as merely ?friendships.?
  • Peter Sartain, Archbishop of Seattle, recently posted a video message in which he ominously warned that society ?would be harmed beyond repair? if voters in Washington upheld that state?s marriage equality law in the November election.
  • This?summer, the Diocese of Worcester, Massachusetts backed out of a real estate agreement after it found out the buyers were a gay couple, possibly violating state law in the process.
  • Catholic?high schools and universities now routinely rescind speaking invitations to LGBT people and even straight allies.
  • Pope Benedict XVI endorsed the American bishops? anti-LGBT efforts in an address at the Vatican in March.
  • Also?in March, the Catholic Diocese of Sacramento de-funded a local nonprofit agency serving that city?s homeless population after finding out that the agency?s newly-hired (non-Catholic) director supports marriage equality.
  • Earlier?this year, a Catholic priest in Maryland denied a lesbian woman communion at her mother?s funeral.
  • An?openly gay music teacher at a St. Louis-area Catholic school was fired in February after an archdiocesan official overheard him talking with co-workers about his upcoming New York wedding to his partner of nearly twenty years.
  • In?November, Dan Avila, then serving as the USCCB?s ?Policy Advisor for Marriage and Family,??resigned?in?disgrace?after TWO and many other groups?condemned him?for writing that homosexuality was caused by Satan?entering the wombs of pregnant mothers and messing with their hormones.
  • Last?year, as lawmakers in New York debated a marriage equality law, now-Cardinal Timothy Dolan equated allowing same-sex couples the freedom to marry with North Korean-style communist dictatorship and compared marriage equality with incest and polygamy. After the law passed, Dolan complained that he had been tricked by pro-equality politicians and claimed that churches in his diocese were being threatened with lawsuits intended to force them to perform same-sex weddings, despite the fact that New York?s marriage equality law explicitly prohibits such suits.

?It is the height of arrogance for prelates like Bp. Thomas Paprocki to use the power of the pulpit for partisan political purposes,? said Becker. ?A church that protected pedophile priests has no moral authority whatsoever to condemn LGBT people or their healthy, adult relationships, nor does it have the right to order Catholics to vote to support anti-gay oppression.?

?

Truth Wins Out (TWO) is a nonprofit organization whose goal it is to create a world where LGBT people can live openly, honestly, and true to themselves. TWO monitors anti-LGBT organizations, documents their lies, and exposes their leaders. TWO specializes in turning information into action by organizing, advocating, and fighting for LGBT equality.

The Democratic Coup d'Etat by Ozan Varol - Opinio Juris

HILJ Symposium: The Democratic Coup d?Etat

by Ozan Varol

[Ozan Varol is Assistant Professor of Law at Lewis & Clark Law School.]

This post is part of the Harvard International Law Journal Volume 53(2) symposium. Other posts in this series can be found in the related posts below.

This article examines the typical characteristics and constitutional consequences of a largely neglected phenomenon that I call the ?democratic coup d??tat.? To date, the academic legal literature has analyzed all military coups under an anti-democratic framework. That conventional framework considers military coups to be entirely anti-democratic and assumes that all coups are perpetrated by power-hungry military officers seeking to depose existing regimes in order to rule their nations indefinitely. Under the prevailing view, therefore, all military coups constitute an affront to stability, legitimacy, and democracy.

This article, which draws on fieldwork that I conducted in Egypt and Turkey in 2011, challenges that conventional view and its underlying assumptions. The article argues that, although all military coups have anti-democratic features, some coups are distinctly more democracy-promoting than others because they respond to popular opposition against authoritarian or totalitarian regimes, overthrow those regimes, and facilitate free and fair elections.

Following a democratic coup, the military temporarily governs the nation as part of an interim government until democratic elections take place. Throughout the democratic-transition process, the military behaves as a self-interested actor and entrenches, or attempts to entrench, its policy preferences into the new constitution drafted during the transition. Constitutional entrenchment may occur in three ways: procedural, substantive, and institutional. The article uses three comparative case studies to illustrate the democratic-coup phenomenon and the constitutional-entrenchment thesis: (1) the 1960 military coup in Turkey; (2) the 1974 military coup in Portugal; and (3) the 2011 military coup in Egypt.

Quitting driving: Families key but docs have role

In this photo taken Sept. 24, 2012, Lee Sneller, left, follows his wife Pat Sneller to their car so Pat can drive him to an appointment in Flower Mound, Texas. Families may have to watch for dings in the car and plead with an older driver to give up the keys _ but there's new evidence that doctors could become more of an influence on one of the most wrenching decisions facing a rapidly aging population. The study, in Thursday's New England Journal of Medicine, couldn't tell if the improvement was because those patients drove less, or drove more carefully once the doctor pointed out the risk. (AP) ? Families may have to watch for dings in the car and plead with an older driver to give up the keys ? but there's new evidence that doctors could have more of an influence on one of the most wrenching decisions facing a rapidly aging population.

A large study from Canada found that when doctors warn patients, and tell driving authorities, that the older folks may be medically unfit to be on the road, there's a drop in serious crash injuries among those drivers.

The study, in Thursday's New England Journal of Medicine, couldn't tell if the improvement was because those patients drove less, or drove more carefully once the doctors pointed out the risk.

But as the number of older drivers surges, it raises the question of how families and doctors could be working together to determine if and when age-related health problems ? from arthritis to frailty to Alzheimer's disease ? are bad enough to impair driving.

Often, families are making that tough choice between safety and independence on their own.

"It's very scary," said Pat Sneller of Flower Mound, Texas, who talked her husband, Lee, into quitting about a year after he was diagnosed with early-stage Alzheimer's disease.

The couple had recently moved from California, one of the few U.S. states that require doctors to report drivers with worrisome health conditions to licensing authorities. Pat Sneller was stunned to learn Texas doesn't require that doctor involvement, and health workers advised her to ride with her husband and judge his abilities for herself.

Eventually her husband called home in a panic, lost while driving in unfamiliar Dallas for volunteer work. A long scrape on the car that he couldn't explain was the final straw. In 2010, she persuaded him to quit driving, although the now-72-year-old's license remains good until 2014.

"He still says occasionally, 'I can still drive, you know,'" Pat Sneller said.

By one U.S. estimate, about 600,000 older drivers a year quit because of health conditions. The problem: There are no clear-cut guidelines to tell who really needs to ? and given the lack of transportation options in much of the country, quitting too soon can be detrimental for someone who might have functioned well for several more years.

It's never an easy discussion.

"It did not go over so well," Benjamin Benson recalls of the time when his sons told the 87-year-old they feared his reflexes had slowed too much for safe driving.

"I've never had an accident," the Peabody, Mass., man said. His family's response: "Well, do you want to wait for the first one?"

The retired accountant wasn't ready to quit then, but he quietly began to analyze what would happen to him and his wife, who doesn't drive, if he did.

His longtime doctor wouldn't advise one way or the other. So over a few months, the couple tried online grocery shopping. They took a taxi to the dentist, not cheap at $38 round-trip. But Benson calculated that maintaining and insuring the car was expensive, too, when he drove only 3,000 miles a year.

A few weeks ago, Benson surprised his family by giving away the car, and he says he's faring fine so far.

"Most people in our age group know that it's inevitable and play around with the idea that it's going to come and the only question is when," Benson said. "I didn't want to be pushed into it."

Unlike in most of the U.S., doctors in much of Canada are supposed to report to licensing authorities patients with certain health conditions that may impair driving. Ontario in 2006 began paying doctors a small fee to further encourage that step ? and researchers used the payments to track 100,075 patients who received those warnings between April of that year and December 2009 (out of the province's more than 9 million licensed drivers).

They compared the group's overall rate of crashes severe enough to send the driver to the emergency room, before the warnings began and afterward, and found a 45 percent drop, reported lead researcher Dr. Donald Redelmeier, a University of Toronto professor. While the study included adult drivers of all ages ? for conditions ranging from epilepsy to sleep disorders, alcoholism to dementia ? most were over age 60. A small percentage of the province's licensed drivers have received warnings, Redelmeier stressed, and licenses are suspended by authorities between 10 percent and 30 percent of the time.

His study highlighted one reason physicians don't like to get involved: About 1 in 5 of the patients who were warned changed doctors. There also was an uptick in reports of depression.

Doctors aren't trained to evaluate driving ability, and the study couldn't tell if some drivers were targeted needlessly, noted Dr. Matthew Rizzo of the University of Iowa. Yet he called the research valuable.

"The message from this paper is that doctors have some wisdom in knowing when to restrict drivers," said Rizzo. His own research shows some cognitive tests might help them better identify who's at risk, such as by measuring "useful field of view," essentially how much your brain gleans at a glance ? important for safety in intersections.

Today, the American Medical Association recommends that doctors administer a few simple tests in advising older drivers. Among them:

?Walk 10 feet down the hallway, turn around and come back. Taking longer than 9 seconds is linked to driving problems.

?On a page with the letters A to L and the numbers 1 to 13 randomly arranged, see how quickly and accurately you draw a line from 1 to A, then to 2, then to B and so on. This so-called trail-making test measures memory, spatial processing and other brain skills, and doing poorly has been linked to at-fault crashes.

?Check if people can turn their necks far enough to change lanes, and have the strength to slam on brakes.

Dr. Gary Kennedy, geriatric psychiatry chief at New York's Montefiore Medical Center, often adds another question: Are his patients allowed to drive their grandchildren?

"If the answer to that is no, that's telling me the people who know the patient best have made a decision that they're not safe," said Kennedy, who offers "to be the bad cop" for families or primary care physicians having trouble delivering the news.

There are no statistics on how often doctors do these kinds of assessment.

"It's this touchy subject that nobody wants to talk about," said Dr. Marian Betz of the University of Colorado, whose surveys show most senior drivers don't think their doctors know whether they drive. She is testing if an advance directive would help get older adults talking with their doctors about how to keep watch on their driving fitness before trouble arises.

More objective measures are needed ? and to help find them, hundreds of older drivers are letting scientists install video cameras, GPS systems and other gadgets in their cars as part of massive studies of everyday driving behavior.

Identifying who needs to quit should be a last resort, said Jon Antin of the Virginia Tech Transportation Institute. He helps oversee data collection for a study that's enrolling 3,000 participants, including hundreds of seniors, in Florida, Indiana, New York, North Carolina, Pennsylvania and Washington. The drivers undergo a battery of medical checks before their driving patterns are recorded for 12 to 24 months.

"If you identify people at risk, maybe you can intervene to prolong the safe driving period," agreed Dr. Shawn Marshall of the Ottawa Hospital Research Institute. He helps lead Canada's CanDrive II, a project that's tracking 928 drivers in their 70s for five years, to see how their driving changes as they get older.

For now, advocacy groups like the Alzheimer's Association and AARP offer programs to help families spot signs of driving problems and determine how to talk about it.

"I would like to think that my husband would say, 'You really shouldn't be driving anymore' and I wouldn't get mad at him," said Sally Harris, 75, of Crystal Lake, Ill., who took AARP's "We Need to Talk" program in hopes of broaching the subject with a 90-year-old friend who's having driving problems.

Others turn to driver rehabilitation specialists, occupational therapists who can spend up to four hours evaluating an older driver's vision, memory, cognition and other abilities before giving him a behind-the-wheel driving test. Some doctors and state licensing authorities order those evaluations, but programs can be hard to find, often have waiting lists and cost several hundred dollars that insurance may not cover.

Having a professional involved can keep family relationships intact, said Pam Bartle, a driver rehab specialist at Marianjoy Rehabilitation Hospital in Wheaton, Ill.

Still, "you could have the sweetest, nicest little old lady and she'll turn on you on a dime if you tell her she can't drive," Bartle said. "It's a desperate thing for people. They can't imagine how they'll manage without driving."

AP Interview: UK minister says Iran must end support for Assad to take role in aiding Syria

NEW YORK, N.Y. - Britain's Middle East minister says Iran should only take a role in helping end violence in Syria if it halts support for President Bashar Assad's regime.

Alistair Burt told The Associated Press in an interview Thursday that Iran could "be part of the answer" if it changes approach.

Iranian leader Mahmoud Ahmadinejad said Wednesday he is developing a 12-nation group on Syria. Egyptian President Mohammed Morsi has also invited Turkey, Iran and Saudi Arabia to join a contact group aimed at ending the conflict.

Burt said many nations in the region were skeptical Tehran can take a role.

"Until the Iranians change their position in relation to Syria and stop their active support of a regime that's killing its own people, it's difficult to take them completely seriously," he said.

Yesterday Datanalisis got out its last poll?before?election?with the contradictions already detailed here and?here. And so it is Varianzas turn today, which strangely chose Noticas 24 to come out with its poll, a web site compromised with the regime now. This detail set aside it is still an interesting poll to look at because it really shows that Venezuela has become such a polarized?society?that we are left with the expectation of a major event of any type to start see it moving one way or the other. Let's note alos that Varianzas has had a good track record recently and that YVpolis considers it the least biased of all pollsters in Venezuela. By the way, YVpolis bases its current prediction only on pollsters overall study and gives a narrowing margin of 4% still in Chavez favor.

Varianzas says that it is 49,7% for Chavez and 47,7% for Capriles, but the spread falls in the margin of error and thus the election is in fact too close to call. Like Consultores 21 but in reverse though Consultores is a little bit more optimistic in favor of Capriles. However if you go into the details there are a few points of Varianzas that are worse considering and that in my opinion have not worked their way fully through the voter conscience.

For example 50% relate the Amuay disaster with the regime handling of the?country, whereas 8% only link this to the opposition. ?Of?course, that 8% is the chavista moral lumpen that is ready to?believe?anything that pops up in VTV garbage shows. And thus we have a number for the fraction of the?electorate?which?is truly receptive to chavismo hyper negative campaigning, rather reassuring if you ask me.

It is also to be noted that 10% more think the economic situation?of?the country is bad than those who think otherwise. Where is the alleged positive effect of the recent misiones? More people think that Chavez will not deliver on mision vivienda than those who think he will, by 11%!

All in all, it looks like the country is aware in its majority that things are not going well, that Chavez is not the future and yet they are unwilling to change their voting pattern,?resulting?in this dead heat. ?I hate to quote myself but I wrote on September 4 ?what I paste below

One thing we need to understand is that in ANY political culture where elections are held regularly 40% are ALWAYS on one side and the other 40% are ALWAYS on the other side. The composition of that side may vary, may include more than one political party (in France the left has always got more than 40% but on occasion they were as many as 4 significant contenders). Elections are thus decided on two factors, where the 20% lean and how many of the 40% of each side will stay home on election day. There is in general very little transference between the 40% blocks and when that happens to a significant amount able to decide a momentous election it is in time of perceived major crisis (the apparition of gaullism in France in 1958; the Reagan democrats; Chavez in 1998).

Now, for the psychological part. The stability of those 40% blocks reside on many things but one thing is the difficulty for people to admit they were wrong for so many years. If you have voted for Chavez each and every time since 1998, voting next month for Capriles ain't gonna happen. What is going to happen is that it will be the first time you do not vote for Chavez and stay home deliberately.

I am a little Varianzas all by myself ?:-)

PS: I should add here that one of my?neighbors?told me that he?would?not vote for a jew. ?Maybe I have?underestimated?the reach of chavismo antisemitic?display?

NKorea raises schooling period to 12 years from 11

PYONGYANG, North Korea (AP) ? North Korea's parliament passed a law Tuesday to add one more year to compulsory education in the socialist nation in the first publicly-announced policy change under leader Kim Jong Un.

Deputies to the Supreme People's Assembly convened in the capital for the second time in six months ? a notable departure from the once-a-year sessions during late leader Kim Jong Il's rule.

The session is being watched closely for policy changes under new young leader Kim Jong Un, who took over as leader after his father's death in December.

According to the official Korean Central News Agency, the parliament voted to extend state-sponsored schooling from 11 to 12 years. Kim was among those attending the session, KCNA said.

North Korea's constitution guarantees free education for its schoolchildren. However, the dispatch did not say how much adding another year to schooling would cost the government.

There were no other immediate details about further policy changes if any during the session at the austere Mansudae Assembly Hall in the capital Pyongyang.

The Supreme People's Assembly has 687 elected deputies from across the country who meet to discuss and pass laws and policies, as well as elect or recall figures serving in leadership posts of top state organizations, according to Kim Song Chun, an official from the parliament's Presidium.

At the last session in April, Kim Jong Un was made first chairman of the powerful National Defense Commission, the body's top post.

The Presidium did not release an agenda for the one-day session, and foreign reporters were denied access to the session.

Holding a second parliamentary session within six months of the April gathering could mark a return to regular governance, said John Delury of Yonsei University in South Korea.

He noted that North Korea's founding leader Kim Il Sung often held two sessions a year, but his son, Kim Jong Il, held no sessions during his first three years in power, a time when Kim was observing the traditional three-year period of mourning for a parent.

"This was part of a general trend under Kim Jong Il of holding less frequent and less regular meetings of key party and government organs," Delury said. "So the striking thing is that Kim Jong Un seems to be reversing that trend by regularizing and re-institutionalizing governance."

Delegates to the current legislature were elected in March 2009.

According to North Korean law, the legislators have to win approval of a committee ? made up of more than 100 voters ? to stand in the elections. The law allows for a contest between multiple candidates, but in the last polls all the deputies ? from the ruling Workers' Party ? were elected unopposed from every constituency.

North Korea claims to allow other political parties but politics is overwhelmingly dominated by the Workers' Party, founded by Kim Il Sung.

Before closing the session, the parliament also made legislative personnel changes, filling two vacancies on the Presidium and replacing the chairman of the Budget Committee with senior Workers' Party official Kwak Pom Gi.

Lucky Fantasy and Pennys Palma to collide in the Find Us On Facebook 525 ?

Up for the ?225 prize money challenge are Katies Stone, Lucky Fantasy, Unknown Buzz, Winetavern Rory, Pennys Palma and Burkes Choice. Harold?s Cross will stage the Grade A3 Find Us On Facebook 525 on Tuesday, 25th September. One of the most commendable entries for the race is the two-year-old fawn bitch, Lucky Fantasy.

The Connaughton trained reached the Grade A3 level after racing through the Grade T1. Her first shot after the training sessions was at the open level, but she failed to the fourth position in the first attempt.

Ballymac Ruso?s daughter won the Grade A3 Gain Products On Sale 525 on 17th September, 2012 at Harold?s Cross over 525 yards.

Deviating from the rest of the lot by kicking in the high gear, and monopolising the lead for the rest of the distance had her on the other end of the wire in 29.41 seconds.

Winning by the margin of 1 ? lengths, the two-year-old set Good Girl Julie into the second slot.

The winner had drawn the third stall to race from and it was the debut success of the season for her.

The fawn bitch has been allotted the second trap for tonight?s race. Breaking from near the rails will give her the chance to set into an early pace, and then set the precedent for the rest of the lot. Tonight is the first time that she will race from this trap, if it proves lucky for her or not will unfold soon.

Another bright prospective for the race is the two-year-old black bitch, Pennys Palma.

Her first try at the Grade A3 level culminated into a second position.

The Powderly trained settled second in the 525 yards race on 31st August, 2012. The race was won by, Senor Loki, in 29.04 seconds.

She missed the chance to stamp her greatness by the margin of good seven lengths, and the race turned out to be the first occasion that her profile saw an entry other than the first position.

She will race in an orange jacket tonight due to the fifth box that she has drawn. For her too it will be the first time, and her managing ability will give the connections a true picture of her potential.

Can I Buy Condemned Property? | REALTOR.com? Blogs

questions

Q: How do I go about obtaining property next door to me that has been abandoned for about 10 years and condemned for about 5? The taxes are being paid but the property isn?t being maintained. I have contacted the city with no results. The house and property are a hot mess with the house falling in and grass over grown hole in the center roof of the house. I am being bothered by snakes, rodents, and bugs. Homeless, children playing and others in/out house. It?s unsafe?taxes are still going up by property value down. Several people have inquired about buying the house owner won?t sell or claims it has already been sold but it is still listed in his name. As stated property taxes are paid. City states on tear down list but no money to tear it down but for 5 years? I think I am getting the run around because of my neighborhood and the fact I am probably the only one complaining. Other homes here are the elderly or a lot of rentals. What are my options for buying this property?
?Frustrated, Meridian, MS

A: Dear Meridian-
A call to your City Tax Collector will help you determine the source of the taxes being paid.

Of course recommending a Realtor comes next. Do you know the value of the property? Do you think a third party would allow you to get a more competitive negotiated price?

?Snakes, rodents and bugs? issues?coming from your agent may induce different responses than if you phoned or visited the owners?unless you have an Attorney with you.

Good luck with your dilemma!
Larry Simons is a Realtor? with Century 21 Maselle & Associates in Flowood, MS

A: If you?ve contacted the owner and he won?t sell and filed the appropriate complaints with code enforcement, I am not sure there is much else you can do except keep asking and complaining. You could ask a local Realtor to speak to the owner on your behalf and see if that works.
Teri Andrews Murch is a Realtor? with Lyon Real Estate in Auburn, CA.

A: I am not familiar with the laws in MS however I can give you the worst and best scenario?Worst being that the taxes are being paid, and until the city has the means (law) and the funds, you may be waiting a lot longer. Best being, contact your county and confirm they can or can?t do anything about it. If the county is not an option, then contact your local city council, or Senate rep. If they are looking for votes, they will help you. Many times being the squeakiest wheel you can be with local representatives has helped. Good luck!

Brooke Astor home auction fetches $8.7 million

Sotheby's / AP

This undated photo provided by Sotheby's shows a group of five seated porcelain dogs for auction that belonged to the late philanthropist Brooke Astor. The first day of the auction fetched $8.7 million.

By The Associated Press

The first day of an auction of the contents of philanthropist Brooke Astor's two homes brought in $8.7 million, Sotheby's said.

Sotheby's is offering the contents of both homes, 901 objects in all, including European and Asian furnishings, Old Masters, Qing Dynasty paintings, tea sets, silverware, jewelry, a porcelain menagerie, over 100 dog paintings ? and even the uniforms of her domestic staff.

The two-day auction continues Tuesday.

Proceeds will go to institutions and charities, including the New York Public Library and the Metropolitan Museum of Art, under a settlement negotiated by the state Attorney General's office.

The collection had expected to fetch just $6 million to $9 million.

The auction comes after a nasty family feud involving her only son, Anthony Marshall. The five-year dispute ended in March with a settlement that freed $100 million for her charities and cut by more than half the amount going to Marshall, who was convicted of taking advantage of his mother's dementia, partly by engineering changes to her will. He has appealed.

The dispute had threatened to deplete the entire estate.

Astor spent her life putting the fortune that her third husband, Vincent Astor, left to use where it would do the most to alleviate human misery. Her efforts won her a Presidential Medal of Freedom, the nation's highest civilian honor, in 1998.

Astor died in 2007 at age 105.

Education groups join opposition to union-backed Protect Our Jobs ballot proposal, supporters blast ad saying approval will lead to teacher strikes

GRAND RAPIDS, MI ? Opponents of the Protect Our Jobs ballot proposal say it?s not just businesses objecting to the union-backed measure to enshrine collective bargaining in the state constitution.

Citizens Protecting Michigan?s Constitution said five educational advocacy groups representing school boards and administrators have joined the fight against Proposal 2, saying the ballot proposal would turn back reforms and drive up costs.

The Protect Our Jobs coalition blasted the opposition group, calling it ?shadowy? and criticized an ad that said approving the measure would lead to ?Chicago-style? teacher strikes.

?Collective bargaining gives teachers a voice to negotiate for smaller class sizes so they can better educate our kids, time to complete ongoing training required by law and a say on policies that affect their students,? Protect Our Jobs Leaders said in a release. ?Student learning conditions are often improved by collective bargaining.?

Citizens Protecting Michigan?s Constitution spokesman Nick De Leeuw said the Michigan Association of School Boards; Michigan School Association of Secondary School Principals; Michigan Association of School Administrators; Michigan Association of Intermediate School Administrators; and the Michigan School Business Officials are opposing Proposal 2.

The group said the proposal is an attempt by unions to ?hijack Michigan?s constitution for their own financial gain.?

Attorney General Bill Schuette has said the measure would void all or part of 170 laws affecting public employee unions.

?Locally elected school boards across Michigan are responsible for ensuring our kids get the best possible education and for using our resources wisely, but Proposal 2 would set our schools back, eliminating critical reforms that help students succeed and driving costs through the roof,? said MASB Executive Director Kathy Hayes, representing 600 school boards. ?We urge parents to protect our schools, protect our students and to vote no on Proposal 2.?

MASA Executive Director William Mayes said Protect Our Jobs would cost districts $400 million in potential health care savings alone, forcing districts to cut staff and eliminate programs.

?Principals, like parents, want our students to receive the best education from the best teachers, but Proposal 2 would eliminate teacher evaluation systems and force us back into a seniority system that makes time on the job more important than performance with our students,? said Wendy Zdeb-Roper, executive director of the Michigan Association of Secondary School Principals. ?Proposal 2 threatens critical education reforms that help our kids succeed and we are asking parents to vote no.?

Citizens Protecting Michigan?s Constitution released an ad showing scenes of teachers striking in Chicago and saying approving Protect Our Jobs would lead to such job actions in Michigan.

The group released a Michigan Education Association memo that says strikes would still be illegal in Michigan, but unions would once again be able to negotiate for striking workers to be reimbursed for lost paychecks ? eliminating any penalties for walking off the job.

The group also said the measure would repeal the law requiring school bus drivers to have safety certificates.

Protect Our Jobs leaders lashed out, claiming the ad is ?intended to scare Michigan voters with lies, fear mongering and misleading information.?

The coalition called Citizens Protecting Michigan?s Constitution ?a shadowy front group for corporate special interests.?

?The claims in this ad are false,? Lynn Jondahl, a former Democratic state legislator who also served as the chair of the Michigan Board of Ethics, said in a release.

?Proposal 2 does not change the current prohibition on teacher and public school employee strikes, nor does it change current law regarding safety certificates for school bus drivers, which leave that responsibility in the hands of elected school boards.?

A release from the group said claims in the ad are ?lies.?

?The Proposal 2 amendment language states, ?No existing or future law of the State or its political subdivisions shall abridge, impair or limit the foregoing rights; provided that the State may prohibit or restrict strikes by employees of the State and its political subdivisions.??

High School Sports: Delay of Day After Report; Delay of Stats

September 22, 2012

Hey all:

My Day After Reports will be delayed. Going on a little getaway for a couple of days to prepare for the league games in the 4A and 3A GSHLs.

We also had several teams on the road Friday night. We got calls from most of the coaches but some did not have full individual statistics. So our stats data base update will be delayed. Hope to get those figured out by Tuesday.

Thanks,

Paul Valencia
