Rush Limbaugh on his radio show Thursday said that for the first time in his life, he is ?ashamed? of his country. Why is Rushbo using such harsh language about the United States?

Because the leadership of both political parties and the media are trying to sell the US on an over-the-top, untrue story about the allegedly dire effects of the coming ?sequester,? that?s why. At least we think that?s Mr. Limbaugh?s story.

?Ladies and gentlemen, for the first time in my life, I am ashamed of my country. To be watching all of this, to be treated like this, to have our common sense and intelligence insulted the way it?s being insulted? It just makes me ashamed,? said Limbaugh, according to a segment transcript posted on his website.

True, in recent days, the media have been full of stories from administration officials warning of the effects from the $1.2 trillion in automatic spending cuts known as sequestration, which is set to take effect March 1.

President Obama has talked about everything from effects on military readiness to delays at airports and closed sections of national parks. And GOP leaders have walked the thin line of insisting that big cuts in government spending remain necessary but sequestration would still be a bad thing.

?There is nothing wrong with cutting spending that much ? we should be cutting even more ? but the sequester is an ugly and dangerous way to do it,? wrote House Speaker John Boehner in a Wall Street Journal op-ed earlier this week.

Thus Limbaugh?s line: Watch out! The professional big-government class and its defenders are just scaring you so that Washington can keep spending more and more.

?Here they come, sucking us in, roping us in. Panic here, fear there: Crisis, destruction, no meat inspection, no cops, no teachers, no firefighters, no air-traffic control. I?m sorry, my days of getting roped into all this are over,? Rush said Thursday.

OK, notice anything in that quote? Such as ?no cops?? Yes, Limbaugh has set up an exaggerated straw man to build an outrage, and he can thump it with a rhetorical bat until it breaks apart in bits. Or something like that.

That doesn?t mean he?s without points here. Notice the reference earlier to $1.2 trillion in automatic cuts. That?s how much the cuts would amount to if they?re allowed to continue for a decade. Cuts the first year would be about $85 billion, according to Representative Boehner.

But Limbaugh also said this: ?Do you really think 800,000 people are gonna lose their jobs in the Pentagon because we cut $22 billion? Do you really think air-traffic control?s gonna shut down? Do you really think there aren?t gonna be any meat inspectors? Do you really think that all of these horror stories are going to happen? I don?t.?

He?s right the horror stories won?t happen, because nobody has said 800,000 Pentagon workers will lose their jobs. Secretary of Defense Leon Panetta has said he?ll have to furlough that many Defense Department civilians if sequestration occurs, meaning that they will only be paid for working four days a week instead of five. So they?ll get a 20 percent reduction in pay, which isn?t fun. But it?s better than getting laid off.

Air-traffic control won?t shut. Transportation Secretary Ray LaHood has warned that travelers may face 90-minute delays at airports because of air-traffic restrictions. Meat inspectors will stay on the job, and so forth.

Yes, we know Limbaugh talks this way all the time, for calculated effect. He?s using it as a tool to try to make a larger point. Like many conservatives, he considers the federal government per se a huge, unproductive drag on the economy. But you?d be surprised how many people believe pretty much every word he says.

Firefox says its phones will start appearing this summer

BARCELONA, Spain (AP) -- Mozilla, the non-profit foundation behind the popular Firefox Web browser, is getting into phones. But it's not stopping at Web browsers ? it's launching an entire phone operating system.

The Mountain View, Calif.-based foundation said Sunday that phones running Firefox OS will appear this summer, starting in Brazil, Colombia, Hungary, Mexico, Montenegro, Poland, Serbia, Spain and Venezuela.

The Firefox OS will land in a crowded environment, where many small operating systems are trying to become the "third eco-system," alongside Apple's iOS and Google's Android. Together, those two account for 91 percent of smartphone sales, according to research firm IDC.

Mozilla Foundation has an ally in phone companies, who are interested in seeing an alternative to Apple and Google, particularly one coming from a non-profit foundation. Thirteen phone companies around the world have committed to supporting Firefox phones, Mozilla said, including Sprint Nextel in the U.S., though it gave no time frame for a release. Other supporters include Telecom Italia, America Movil of Mexico and Deutsche Telekom of Germany. DT is the parent of T-Mobile USA, but plans to sell Firefox phones first in Poland.

Phone makers that plan to make Firefox phones include Huawei and ZTE of China and LG of Korea. The first devices will be inexpensive touchscreen smartphones.

All the phones will run on chips supplied by San Diego-based Qualcomm Inc., whose CEO Paul Jacobs appeared at Mozilla's press event Sunday in Barcelona, Spain, on the eve of the world's largest cellphone trade show.

The industry has seen various attempts to launch "open" smartphone operating systems, with little success. Jay Sullivan, vice president of products at Mozilla, said these failed because they were designed "by committee," with too many constituents to please. While developing and supporting the Firefox browser, Mozilla has learned to develop large-scale "open" projects effectively, he said.

He also said that putting quality third-party applications on Firefox phones will be easy, because they're based on HTML 5, an emerging standard for Web applications.

"Firefox OS has achieved something that no device software platform has previously managed - translating an industry talking shop into a huge commitment from both carriers and hardware vendors at its commercial launch," said Tony Cripps an analyst at research firm Ovum. "Neither Android nor Symbian ? the closest benchmarks in terms of broad industry sponsorship that we've previously seen ? have rallied the level of support that Firefox OS has achieved so early in its development."

ANAHEIM, Calif. ? When she steps into the cage at UFC 157 this weekend, Liz Carmouche will be the first openly gay fighter in the UFC.

To date, no male UFC fighter has come out of the closet. UFC president Dana White, however, said he knows how he will react ?not only if a male fighter comes out, but also if his opponent would threaten to refuse a fight against a gay athlete.

"Most of the guys that are in this sport are really good people," White said during Friday's question and answer session. "I honestly don't see a situation where that would happen, but if it did, I'd fix it."

White has been criticized by gay groups in the past for using homophobic language, which he discussed.

"Some of our guys, and I have said some things that make it look like we're homophobes," White said. "But we're not, and we've apologized."

No active athletes in in the four major sports have come out of the closet. Some athletes, like the NBA's John Amaechi, came out after retirement.

It appears, however, that attitudes are changing in the athletic world. Just this week, NFL quarterback Tim Tebow pulled out of a speaking engagement at a church led by an anti-gay pastor.

(AP) ? Police were searching villages in western India on Friday for suspects in the rape and killing of three young sisters, as Indians still angry over the fatal gang rape of a woman on a New Delhi bus in December face another heinous sexual attack.

The bodies of the sisters ? aged 7, 9 and 11 ? were found Feb. 16 in a village well in Bhandara district in Maharashtra after they had gone missing from school two days earlier, said police officer Abhinav Deshmukh. The area is more than 1,000 kilometers (630 miles) south of New Delhi, the capital.

The victims' mother said police did not take the case seriously and did nothing for several days until villagers held protests.

Deshmukh said Friday that 10 teams of 30 investigators were working on the case and that he was confident they would find the killers soon.

Police first dismissed the deaths as accidental, the Press Trust of India news agency reported. The girls' mother accused police of a shoddy investigation and said they did nothing for two days. Enraged villagers forced shops to close, burned tires and blocked a national highway passing in the area for hours earlier this week, demanding justice.

Police eventually registered a case of rape and murder after a post-mortem of the girls found that they had been sexually abused and brutally killed, PTI said.

One police officer has been suspended for not acting promptly, Indian Heavy Industries Minister Praful Patel, who represents Bhandara district in Parliament, said Thursday.

Cabinet Minister Manish Tewari called the killings a "very, very heinous assault" and said Prime Minister Manmohan Singh was sending 1 million rupees ($18,300) to the girls' family.

The case has horrified Indians two months after they were outraged by the gang rape and killing of a young woman on a moving New Delhi bus.

The gang rape sparked nationwide protests about India's treatment of women and spurred the government to hurry through a new package of laws to protect them.

The gang rape victim and her male friend, who also was badly beaten up in the attack, were dumped naked on the roadside, and the woman died from her injuries two weeks later in a Singapore hospital. Five men are being tried on rape and murder charges in that case, while a sixth, who is underage, is in juvenile court.

A new law enacted by the government has increased the prison sentences for rape from the existing seven to 10 years to a maximum of 20 years. It also provides for the death penalty in extreme cases of rape that result in death or leave the victim in a coma.

Australian court supports patents on human genes

CANBERRA (Reuters) - An Australian court ruled on Friday that two technology companies could hold a patent on genetic material related to cancer, in a case similar to one before the U.S. Supreme Court that has implications for gene-based medicine worldwide.

Cancer support groups said the finding could stifle new breast cancer research and treatment. Australia's Federal Court ruled that U.S. company Myriad Genetics Inc and Melbourne-based Genetic Technologies Ltd had the right to hold a patent on human genetic material.

The material is known as BRCA1, a mutation associated with higher risk of hereditary breast and ovarian cancer.

The U.S. Supreme Court will consider the same issue, which could affect millions of people worldwide, later this year.

In Australia, trial judge John Nicholas found the material could be subject to a patent because it could not exist naturally on its own inside or outside the human body.

He found those who develop a way of isolating it should have the right to a patent and to reap the financial rewards.

"It would lead to very odd results if a person whose skill and effort culminated in the isolation of a micro-organism ... could not be independently rewarded by the grant of a patent," Nicholas said.

The finding disappointed cancer support groups, consumer organization Cancer Voices, and Brisbane woman Yvonne D'Arcy, who challenged the patents in the Federal Court.

Lawyer Rebecca Gilsenan, who represented D'Arcy and Cancer Voices, said the decision could limit new research because researchers would need the companies' permission to study BRCA1.

"In its isolated form, it is private property of the companies. If researchers want to access it now, they need to get permission or pay for it," Gilsenan told Reuters.

"One of the reasons that we agreed to bring this case was because of a concern about access to research, development of treatments and cures for genetically transmitted diseases."

Gilsenan said she was likely to appeal against the finding in a higher court.

Australian Cancer Council chief executive Ian Olver said the finding would allow private companies to monopolize tests for the genetic mutations linked to the risk of breast and ovarian cancer. He said the law must be changed to protect the community "from gene monopolies".

The Australian findings are unlikely to influence the U.S. case. The U.S. Supreme Court is due to hear oral arguments on April 15, with a decision expected by the end of June.

Justice Nicholas said evidence presented in Australia was different to evidence in the U.S. case, and there were also different constitutional settings for patent laws.

Somalia : Journalist detained without trial freed

MOGADISHU, Somalia (AP) ? A journalists' rights group says that a Somali journalist has been freed after being detained without charges for speaking out against the imprisonment of a fellow reporter.

Reporters Without Borders said on their website Wednesday that journalist Daud Abdi Daud was released after more than a week in custody.

Human Rights Watch said this week that Daud's arrest stemmed from an incident last week when a Mogadishu court handed down one-year prison sentences to a woman who said she was raped by security forces and a reporter who interviewed her.

Daud spoke out in court saying that journalists have the right to interview people. The group said police arrested Daud after he reportedly added that he would seek to interview the president's wife.

IRVING, Texas - Baylor baseball was selected fourth in the Big 12 Conference Preseason Coaches' Poll, the league office announced Tuesday. This marks the third consecutive season the Bears have been chosen to finish fourth in the Big 12 and the 14th time in the last 15 seasons they've been picked to end in the conference's top half.

Defending Big 12 regular season champion Baylor received 47 points in the poll to finish behind Oklahoma (62), TCU (55) and Texas (48). After the Bears, Oklahoma State (38) was picked fifth, followed by Texas Tech (28), Kansas State (20), Kansas (18) and West Virginia (8).

Last season, Texas A&M was the coaches' choice and the Aggies ended up second behind the Bears, who posted a 49-17 (20-4 Big 12) record and broke league records with an 18-0 start to conference play and 24-game winning streak en route to their third Big 12 league title.

The Sooners, who received six first place votes, have been tabbed to win the league only one other time (2011). The preseason pick has gone on to win the league title only five times since 1999 with Texas being the last to do so in 2010. Baylor and Oklahoma are the only two teams to play in every Big 12 Conference tournament.

Baylor brings back 20 letterwinners, including five position starters, from last year's team that advanced to a Waco Super Regional appearance and finished ranked No. 9 or 10 in all four major national polls.

Ranked No. 23 in the USA Today/ESPN Coaches' Preseason Poll, the Bears begin the season at UC Irvine on Feb. 15-17. Baylor won both games between the two teams at Baylor Ballpark last season. The Bears open their home schedule Feb. 19 against Texas State before hosting UCLA for a three-game series Feb. 22-24.

Bloomberg 100 people are working on the Apple watch

Apple's wearable computing project might not just be the fever-dream of analysts, if Bloomberg is to be believed. The news agency is claiming that Apple's watch project is commanding considerable resources within Cupertino's shadowy prototype labs. Two people who claim to be familiar with the company's plans are saying that engineering chief James Foster and program manager Achim Pantfoerder are heading up a team of around 100 designers, programmers and engineers. Bloomberg goes on to say that the watch will tie in to the iPhone and iPad, but, understandably, received a terse no comment when it approached Apple directly.

WASHINGTON (AP) ? President Barack Obama set up high-stakes clashes over guns, immigration, taxes and climate change in a State of the Union address that showcased a newly re-elected president determined to mark his legacy, facing off against a deeply divided Congress with Republicans eager to rein him in.

At the center of it all was a fight over the very role of government, with Obama pushing a raft of new initiatives to improve preschool programs and voting, boost manufacturing and research and development, raise the minimum wage and lower energy use. "It is our unfinished task to make sure that this government works on behalf of the many and not just the few," he said.

Republicans who control the House and hold enough votes to stall legislation in the Senate were just as quick to declare that the government helps best by getting out of the way.

"More government isn't going to help you get ahead. It's going to hold you back. More government isn't going to create more opportunities. It's going to limit them," Sen. Marco Rubio, R-Fla., said in the Republican response Tuesday night. "And more government isn't going to inspire new ideas, new businesses and new private sector jobs. It's going to create uncertainty."

Uncompromising and aggressive, Obama pressed his agenda on social issues and economic ones, declaring himself determined to intervene to right income inequality and boost the middle class. He called on Congress to pass comprehensive immigration reform with a pathway to citizenship for 11 million illegal immigrants, far-reaching gun control measures and a climate bill to cut greenhouse gas emissions. He threatened to go around Congress with executive actions on climate change if it fails to act.

But Obama cannot count on willing partners on those issues, any one of which could tie Congress in knots for months with no guarantee of success. Gun control, which Obama made a focus of his speech, faces dim prospects on Capitol Hill. The prospect for immigration legislation is better, but no sure thing. Climate change legislation is given no chance of success.

And Obama addressed relatively briefly the looming fiscal crises confronting the nation and inevitably sucking up oxygen on Capitol Hill ? the deep automatic spending cuts or "sequester" to take effect March 1, followed by the government running out of money to fund federal agencies March 27. He made clear he will continue to press for the rich to pay more in taxes, a position Republicans have rejected.

Republicans, meanwhile, made clear they're in little mood to cooperate.

"We are only weeks away from the devastating consequences of the president's sequester, and he failed to offer the cuts needed to replace it," House Speaker John Boehner, R-Ohio, said in a statement. "In the last election, voters chose divided government which offers a mandate only to work together to find common ground. The president, instead, appears to have chosen a go-it-alone approach to pursue his liberal agenda."

Earlier Tuesday, in a meeting with television correspondents and anchors, Boehner said immigration is about the only item on Obama's list that has a chance of passing this year. He said the president is more interested in getting a Democratic majority in both chambers next year and said he doesn't believe Obama "has the guts" to take on liberals in his party over spending cuts.

Obama did reiterate his willingness to tackle entitlement changes, particularly on Medicare, though he has ruled out increasing the eligibility age for the popular benefit program for seniors.

"Those of us who care deeply about programs like Medicare must embrace the need for modest reforms ? otherwise, our retirement programs will crowd out the investments we need for our children and jeopardize the promise of a secure retirement for future generations," he said.

"But we can't ask senior citizens and working families to shoulder the entire burden of deficit reduction while asking nothing more from the wealthiest and most powerful."

On immigration, a bipartisan group of negotiators in the Senate is working to craft legislation embracing Obama's call for a pathway to citizenship for illegal immigrants but making such a path contingent on first securing the border, a linkage Obama has not supported.

But there's no guarantee the Senate bipartisan plan will find favor with the full Senate or the House. The first test may come Wednesday morning when the Senate Judiciary Committee opens its hearings on a comprehensive immigration overhaul. Deep fault lines emerged even before the hearing began, with a leading committee Republican, Sen. Jeff Sessions of Alabama, calling Obama's remarks on immigration "deeply troubling."

"The biggest obstacle we face to reform is this nation's failure to establish lawfulness in the system," Sessions said. "The president's immigration plan meets the desire of businesses for low-wage foreign workers while doing nothing to protect struggling American workers."

The president implored lawmakers to break through partisan logjams, asserting that "the greatest nation on earth cannot keep conducting its business by drifting from one manufactured crisis to the next."

"Americans don't expect government to solve every problem," he said. "They do expect us to forge reasonable compromise where we can."

Samsung Puts NFC Stickers In Coffee Bean In Singapore

Samsung TecTile and Coffee BeanSamsung and The Coffee Bean & Tea Leaf have placed Samsung-branded NFC stickers in all 51 outlets in Singapore. Their marketing campaign runs from 8 February to 7 March, and will reward Samsung NFC-device users with an upsized drink for tapping the poster and Liking Coffee Bean?s Facebook page after it pops up. Right now, that means the Galaxy S3 or Note 2 devices, and you still have to Like the page to complete the deal. I don?t see this one going too far in terms of helping the adoption of NFC stickers or even raising the number of Likes for Coffee Bean here, especially since the promotion only runs for a month. It?s interesting, though, to see NFC continue to be used in different ways by large vendors, although each brand not working with each other to move NFC forward is a huge bump in the road for the technology. Samsung claims that other NFC-enabled, Mifare-compliant Android phones should be able to work with its TecTile NFC stickers. The NFC ecosystem in Singapore is one which the government is also enthusiastically backing, with mixed results. The government recently launched its national tap-to-pay system late last year, after years of throwing money at retail outlets to get them to put in contactless payment terminals. (Incidentally, the S3 was the chosen flagship device for the national payment system, and was used to demonstrate the application to the press.) All of this is backed on a national technology standard for contactless payment called Cepas (Contactless e-Purse Application), that was set up in 2009. Anecdotally, in spite of all the infrastructure built up around NFC payments, take-up hasn?t been great here, because of the many other ways to pay. Most who take public transport already carry a contactless card similar to the London Oyster card or the Hong Kong Octopus card. The EZ-Link card is based on that aforementioned Cepas standard. Furthermore, the iPhone?s lack of NFC capability isn?t helping the contactless situation, either.

Horsemeat Raid Shuts Down Two British Meat Companies As Investigation Continues

LONDON -- British authorities on Tuesday raided a slaughterhouse and a meat processing company suspected of selling horsemeat labeled as beef for kebabs and burgers, shutting them down temporarily and seizing all the meat found.

It was the first time since the growing scandal broke across Europe that horsemeat being marketed as beef has been traced to suppliers in Britain, officials said, raising questions about how widespread the practice is.

Millions of burgers and frozen meals have been recalled around Europe and many accusations have been made, but so far it's not clear how horsemeat got introduced into so many beef products. French authorities have already pointed to an elaborate supply chain that involved Romanian butchers and Dutch and Cypriot traders that resulted in horsemeat disguised as beef being sold in meals like lasagna and moussaka to consumers around the continent.

Britain's Food Standards Agency said it suspended production at the Peter Boddy slaughterhouse in northern England's Yorkshire and a company it allegedly supplied horse carcasses to, Farmbox Meats, in west Wales. The agency said it was investigating how "meat products, purporting to be beef for kebabs and burgers, were sold when they were in fact horse."

"It is shocking that we actually found this practice going on within the U.K.," Environment Secretary Owen Patterson said.

Horsemeat is largely taboo in Britain and Ireland, though in France it is sold in specialty butcher shops. While no health effects have been reported, the scandal has unsettled consumers and made clear that unscrupulous dealers in the complicated network of meat wholesalers are benefiting from selling much cheaper horsemeat as beef.

Peter Boddy, the owner of the slaughterhouse, said he would cooperate with police, while the BBC quoted a spokesman from Farmbox Meats as saying "there is nothing we have done here which is not totally permissible."

Food Standards Agency director Andrew Rhodes said the companies appeared to be involved in "blatant misleading of customers." He declined to speculate on how long such alleged fraud may have gone on, saying only that officials have seized documents ? including customer lists ? from the two venues and are investigating how much horsemeat was sold as beef to how many people.

Horses are slaughtered legally in abattoirs across Britain, and the meat is exported to countries where horsemeat is eaten.

Meanwhile, authorities on the continent have not established where the mislabeling of horse as beef occurred.

In Romania, food safety officials said Tuesday that the country produced 6,300 tons of horse, mule and donkey meat last year, and that it was correctly labeled when it was exported from 35 authorized plants to other European countries.

Romanian officials have said the fraud occurred somewhere else down the line.

In rural Romania, horses are sold from individual households to abattoirs, and each animal has four sets of documents before the meat is exported.

The manager of a Romanian slaughterhouse implicated in the scandal, Doly Com, defended his plant on Tuesday and tried to assuage buyers' concerns about his company's meat.

"We have always watched closely the way we work here....and we can guarantee one hundred percent that all the products Doly Com puts on the market are certified from a quality and origin point of view. One hundred percent," said Iulian Cazacut, the plant's general manager, where horsemeat accounts for just five percent of the plant's business.

No horse was being processed Tuesday in the plant in remote northeast Romania. Dressed in white overalls, their heads and mouths hygienically covered, workers pierced cow and pork carcasses with sharp knives, sawing off hunks.

The other Romanian slaughterhouse implicated in the horsemeat scandal, Carmolimp, has also denied wrongdoing.

An Irish food company has said that burgers found to be partially horsemeat were made from meat offcuts originating in Poland, but Polish officials denied the country had shipped horsemeat.

Sweden's food safety authority on Tuesday said it would test a wide range of frozen meat products sold in supermarkets to check whether they contain horsemeat and have been mislabeled.

Peter Bradenmark, head of food control management at Sweden's National Food Agency, told the AP that the agency would test about 50 to 100 samples from supermarkets nationwide.

"What's happened is alarming," he said. "Food companies are sincere and they want to do the right thing. But sometimes things go wrong unintentionally, and unfortunately, at times it's intentional."

Income Tax or IT is a taxation tool in the hands of the Finance Minister of India Union to use against the Indians every year in the month of February during the secretive ceremonial presentation of the Union Budget in the Parliament.

I am not against the government taxing its citizens. After all that is what the governments are for !

But I am a bit confused and surprised at the manner in which it is done year after year.

Decades ago, the IT never used to be a major contributor to the national exchequer. It used to the the indirect taxes such as excise duty, sales tax, customs duty, etc on the goods. Later services used to be introduced in the tax net and now service tax has become a major contributor. Another new taxation?idea that?came up in the recent past is the value added tax or VAT.

When some of the irrational taxation stipulations?in IT, for example the high rates as high as?90%, ?were removed, ?IT also became a major contributor to the national exchequer in the recent years. Perhaps, more and more people started giving the income tax, instead of evading it.

The highest income?tax rate in India for some years has stabilized at?around 33 % of the? taxable income of the individual or the corporate. The taxable income used to be different from the gross income because the former was deduced after giving some rebates and allowances in the latter.

Earlier IT rebate?used to be ?a long list.?Those with a good knowledge of the loop holes of the tax system could use their knowledge to their convenience to get their tax liability reduced considerably. Income tax consultants thrived on this. Top officials of the government and top executives in some private industries used it well for their advantage.

For example perquisites or perks?of the salaried class were not covered in the income tax. The private sector companies in many instances therefore used to pay their employees more in perks than in?actual salaries. Cash awards received by individuals were another thing which was not taxed. If a high influential officer gets a cash award of say a few lakh rupees it used to be tax free !

However in recent years most of the perks?became taxable.?

In this process?tax authorities?introduced some ridiculous provisions that make some of the employees of the Public Sector Undertakings (step children of the government !) in utter disadvantage as compared to their elite fellows in government service or private sector service.

For example, they introduced this concept that if any employee is given any accommodation by the employer then it is deemed as a perk having some value. Regardless of what the employer charges for the housing facility, the government introduced a ridiculous rule to calculate the value of the housing perk.

If the employee stays in any accommodation provided by the employer in a metro city, the value of the housing perk is 30% [ In tier two cities it is 20% and in cities of lower population it is 10%] of the basic salary. This value (not actually paid) is then added to the income of the individual and taxed as income tax.

Now let us see how this works out for three different people employed in Delhi.

First let us take?three types of employees, A?, B and C, ?getting the same basic pay , say Rs.50,000/-

A is a government officer, B is a PSU officer and C is a private company officer.

If they do not avail the quarters provided by their respective employers?both A and B?can get 30% of their salary (Rs.15,000) as House Rent Allowance or HRA and for C it can be any thing as per his company policy. This HRA if availed will be taxed in this case at the maximum rate and effectively they get a net of about 10,000 in hand as net HRA. They might get a rented 2-3 bedroom flat in delhi by paying another 10,000 from their pocket. Or they can think of getting their own flat by taking a loan and the net HRA would help in paying their EMI to some extent. [Considering the cost of a 2 BR flat in Delhi at more than Rs 100,00,000/- it would be just impossible for these people to own a flat in Delhi with their income from salary alone! And that is another point to be noted !)

Now there is a possibility that A who is a government officer could get a decent quarters in Delhi. For B, the chances of getting a quarter from his government owned company depends on which company it is. For C, the company might get him a leased accommodation if it is a reputed one. In all these cases, the type of accommodation and the facilities that these three people get widely vary. If fortunate and well connected,?the government officer might get the most spacious bungalow as his residential?quarters?having a?potential market?rent that is substantial. If not so lucky, both A and B might get some dilapidated substandard quarters some where.

But if they take the accommodation that is provided by the employer, regardless of its quality or facilities, the IT rules?ridiculously stipulate that?its perquisite value should be at 30% of their basic pay. Thus their gross salary is deemed as risen by Rs.15000/- per month and an IT of 5000/- per month drains out from their?salary income.?The government takes out Rs.5000/- from them as IT per month on account of them staying in a dilapidated 'sarkari' quarters !

Now? a person who happens to be provided with a decent well maintained?accommodation, will not cry for this, perhaps. But that is not the case with? his colleague who is forced to live in a shabby dilapidated quarters paying the same tax on account of the housing provided by the employer. In reality a good majority of the employers, whether they are government departments, PSUs or private organizations or academic institutions, do not give much importance to maintain?their townships and?housing facilities that had been built up in the past decades. Any one travelling in India can well distinguish?the employee quarters provided by these organizations because of the extreme neglect?of these?by the respective organizations !?

It is quite possible that the government officers who assist the Finance Minister in preparing the budget proposals live in good government accommodations and are blind to the actual realities elsewhere !

Thus a person who opts for HRA gets Rs 15000/- per month?in hand extra while the one who lives in a shabby accommodation provided by his employer gets poorer by Rs.5000/- per month. The disparity widens as all these calculations are done on the persons basic salary with no consideration whatsoever to the facility provided.

The best approach in this would be that all employers should give HRA to their employees and the employees should be allowed to choose the accommodation either rented or their own. The employers should offer the quarters by declaring their rents.

There are many more such ridiculous rules and stipulations that need to be rationalized.

For example the IT rebate for housing loan interest that is declared from time to time does not help any one considering the cost of housing as it stands today.

Education has become the costliest affair now in India as the government has washed it hands from that responsibility.

But it is more of a ridiculous insult when the government offers rebates to the tune of few hundred rupees to a person who spends thousands or lakhs as fees to educate his wards ! It is better that such rebates are not offered at all !

Self employed and business people are allowed to deduct depreciation of their cars and certain other items from their income while no such facility is available to the employed class. This makes the business people to change their vehicles every 5 years while their salaried fellows with equivalent incomes look on enviously?with no such IT bonanza for them?. Perhaps this makes some of them look towards other means of earning income by adopting corrupt practices !

There are many such ridiculous things in the Indian income tax rules that keep changing and swinging as per the whims and fancies of the Finance Ministers and their advisers.

I am just waiting to see what is in store this year !

BERLIN (AP) ? Harry Potter star Rupert Grint says he enjoyed a change of scene from the young wizard's adventures when he starred alongside Shia LaBeouf in "The Necessary Death of Charlie Countryman," one of the competitors at this year's Berlin film festival.

Grint plays a drug-addled traveler in the movie, set in Bucharest, which screened at the festival Saturday. One of 19 competing for the event's Golden Bear award, it centers on an improbable romance between an American traveler played by LaBeouf and a troubled Romanian musician, played by Evan Rachel Wood.

Grint played Harry's faithful friend Ron in the Potter films.

He told reporters: "After playing the same character for 11 years, it's nice to do something completely different." He added: "The character was someone who's completely the opposite of Ron."

Yemen's main oil pipeline attacked, pumping halted

SANAA (Reuters) - Attackers blew up Yemen's main oil export pipeline on Friday, halting the flow of crude, an official working for the state-run Safer oil company said, the latest in a series of attacks.

Yemen's oil and gas pipelines have been repeatedly sabotaged by insurgents and tribesmen, especially since anti-government protests created a power vacuum in 2011, causing fuel shortages and slashing export earnings for the impoverished country.

Yemen's stability is a priority for the United States and its Gulf Arab allies because of its strategic position next to top oil exporter Saudi Arabia and shipping lanes, and because is home to one of al Qaeda's most active wings.

"Subversive elements" had blown up the pipeline linking the al-Hawi Wadi Abida production field in the central Marib province to the Red Sea on Friday morning, the Safer official told Reuters, declining to be identified.

The blast had halted crude flows to the Ras Isa terminal but pumping would resume once the pipeline had been repaired, he added.

"The pipeline burst into flames immediately after the explosion," a witness said.

The last in a spate of attacks on the pipeline was in January, when production was halted for one day. In December, Yemen said oil was being pumped through the pipeline at a rate of around 70,000 barrels per day (bpd).

The pipeline used to carry around 110,000 bpd of Marib light crude to Ras Isa.

A long closure of the line last year forced Yemen's largest refinery at Aden to shut, leaving the small producer dependent on fuel donations from Saudi Arabia and imports.

Michelle Obama to attend slain Chicago girl's funeral

CHICAGO (Reuters) - First lady Michelle Obama on Saturday will attend the funeral of a Chicago girl whose slaying days after she performed at the presidential inauguration in Washington added to the heightened national attention to the toll from gun violence.

Hadiya Pendleton, 15, was fatally shot on January 29 as she and her friends shielded themselves from rain under a canopy in a Chicago park in what police say was a case of mistaken identity in a gang turf war.

Pendleton, a sophomore at Martin Luther King Jr. College Prep, had performed with her school band eight days earlier at President Barack Obama's inauguration. A $40,000 reward has been offered in the case.

The first lady, U.S. Education Secretary Arne Duncan, who is from Chicago, and other Obama Administration officials plan to attend Pendleton's funeral at Greater Harvest Baptist Church.

A "We the People" petition on the White House website signed by more than 1,000 people called on the president and his family to attend Pendleton's funeral. The first family's home is about a mile from the park where Pendleton was killed.

Pendleton's death follows a massacre of 20 first graders and six adults at a Connecticut elementary school in December that inspired an intense U.S. debate about the easy availability of guns. In response, Obama has called for new restrictions on assault weapons and high-capacity ammunition magazines.

Hundreds of mourners stood in long lines on Friday to pay their respects to Pendleton at a Chicago funeral home. One was her former basketball coach, Bryan King.

"She had this beautiful smile. She was a 'girly-girl,' but you wouldn't believe that she would be as strong and tough as she was," King said. "She was one of the few girls who really jumped for rebounds."

Other mourners knew Pendleton as a majorette who had performed at the inauguration and as a volleyball player.

"Hadiya Pendleton's death was unfortunate since we lost ... a promising life of a talented young girl," said Jourdan Sorrell, president of the 100 Black Men of Chicago, a mentoring organization for black students.

Her death "points out a bigger issue of how Chicago and the U.S. need to address youth-violence prevention," Sorrell said.

Pendleton's killing spurred calls from civil rights leader Jesse Jackson and the families of murder victims for Obama to address the gun violence in Chicago, his hometown and the third largest city in the United States.

There were 506 homicides last year in Chicago, a 17 percent increase from the prior year, and 42 more victims in January, including Pendleton.
